On September 25,Dongseo Educational Foundation Chancellor Dong Soon Park, Dongseo University President Jekuk Chang and Dongseo University Dean for International Cooperation Chan Chung visited Russia’s Astrakhan State University (ASU) to participate in the opening ceremony for a new King Sejong Institute. The city of Astrakhan is located in the delta of Russia’s Volga River, close to the Caspian Sea.

Dongseo University President Jekuk Chang said, "Astrakhan has had a sad history with the forced migration of Korean diaspora under Stalin's rule. Some 3000 people who lived here were affected. We have heard about the local interest here in Korean culture, which contributed toward our opening of a King Sejong Institute in Astrakhan." President Chang also said, "People of Korean and Russian descent are joining together to celebrate this new institute, and we are hopeful that through its efforts Korean language and culture may spread in the region of the Caspian Sea.”

Dongseo University and Astrakhan State University received permission to establish the new King Sejong Institute in Russia after winning a 9:1 competition on June 8. The institute’s mission is to spread Korean language and Korean culture. Dongseo University also runs two other King Sejong Institutes, one in Lithuania and one in Indonesia. The Sejong Institute in Lithuania has been in operation since 2014 in association with Mykolas Romeris University, and the Sejong Institute in Indonesia has been in operation since 2015 in association with Petra Christian University; both institutes have steadily increased in popularity since their opening.
